October 13, 2026, New Delhi, India – IBM and MeitY Startup Hub (MSH), an initiative of the Ministry of Electronics and Information Technology (MeitY), Government of India, have signed a Memorandum of Understanding (MoU) to support the growth of India’s deep technology startup ecosystem.
The collaboration aims to help emerging technology companies access IBM’s enterprise technology platforms, technical expertise, founder mentorship, skills development programmes and opportunities to engage with enterprise customers and investors. The partnership is designed to help promising startups develop, validate and scale solutions for Indian and international markets.
By combining MeitY Startup Hub’s nationwide innovation network with IBM’s capabilities in artificial intelligence (AI), hybrid cloud and quantum computing, the initiative seeks to strengthen technology-led entrepreneurship and expand access to advanced digital infrastructure.
IBM to Provide AI, Cloud and Quantum Computing Support to Startups
Under the agreement, participating startups will be able to explore IBM’s enterprise technology portfolio and innovation platforms to address real-world business challenges.
The areas of technology enablement include IBM watsonx, the company’s enterprise AI and data platform; IBM Bob, its AI-powered coding agent for enterprise development; and IBM Sovereign Core, a software platform designed to support sovereign digital infrastructure.
Startups will also have opportunities to receive technical orientation in hybrid cloud, quantum computing, security and automation technologies.
Access to these capabilities is intended to help founders test new ideas, develop technology solutions and evaluate potential applications across industries. The collaboration could also help startups prepare their products for enterprise adoption by addressing technical requirements and business use cases at an earlier stage.
Focus on Enterprise Partnerships and Deep Tech Innovation
IBM and MeitY Startup Hub plan to explore joint initiatives that support startups at different stages of development. The programme is expected to cover sectors including banking and financial services, government and industrial technology.
Key areas of collaboration include enterprise proof-of-concept projects, sovereign AI innovation, open-source development, founder mentoring and technical training. The partners also intend to explore opportunities for startups to present their solutions to enterprise customers and investors.
Enterprise proof-of-concept initiatives can help startups demonstrate how their products perform in practical business environments. Such engagements may provide founders with valuable feedback on product readiness, scalability, security and integration requirements before pursuing wider commercial deployment.
The partnership also seeks to strengthen connections between emerging technology companies and established businesses, potentially creating additional routes to customers, industry expertise and investment opportunities.
Tier 2 and Tier 3 Cities Included in Startup Outreach
A key priority of the collaboration is to identify and support promising innovators from Tier 2 and Tier 3 cities across India.
While major technology centres remain important to the country’s startup ecosystem, expanding access to mentorship, technical resources and enterprise networks can help founders in smaller cities participate more actively in deep tech innovation.
Through its nationwide network, MeitY Startup Hub can help connect startups with opportunities to develop advanced technology capabilities and engage with industry partners.
The initiative aligns with the broader objective of strengthening India’s domestic innovation capacity and supporting technology businesses that can address challenges in Indian and global markets.
IBM and MeitY Startup Hub Leaders Highlight Innovation Goals
Dr. Panneerselvam Madanagopal, CEO of MeitY Startup Hub, said the partnership is intended to strengthen indigenous deep tech capabilities, encourage technology-driven entrepreneurship and create more opportunities for innovators contributing to the vision of Viksit Bharat.
Sandip Patel, Managing Director of IBM India and South Asia, highlighted the role of deep tech startups in shaping future technology development. He said the collaboration reflects a shared commitment to helping founders innovate, scale responsibly and develop solutions for national and international challenges.
The statements underline the partners’ focus on combining technology access with mentorship, skills development and industry engagement to support startups beyond the early stages of product development.
IBM Builds on Its Startup and Entrepreneurship Initiatives in India
The new agreement builds on IBM’s existing engagement with startups, developers, academic institutions and ecosystem partners in India.
Through technology enablement, technical guidance and skills development, IBM has supported efforts to help emerging businesses work with enterprise-grade technologies. Its startup engagement also includes IBM Ventures, which backs founders developing enterprise technology through a capital-plus approach that combines investment with access to IBM’s global network and expertise.
The collaboration with MeitY Startup Hub adds another potential pathway for Indian startups to connect with IBM technologies and enterprise innovation opportunities.
For founders working in AI, cloud infrastructure, cybersecurity, quantum computing and other deep tech segments, access to technical resources and industry networks can play an important role in moving from product development to commercial adoption.
What the IBM–MeitY Partnership Means for India’s Deep Tech Sector
The partnership reflects a growing emphasis on strengthening the support systems required to build and scale advanced technology businesses in India.
Access to enterprise platforms can help startups evaluate emerging technologies, while mentorship, technical training and proof-of-concept opportunities can support product validation and market readiness. Connections with customers and investors may also help founders explore commercial partnerships and expansion opportunities.
The planned focus on sovereign AI, open-source development and innovators outside major metropolitan centres adds further dimensions to the collaboration.
As India’s deep tech ecosystem develops, initiatives that connect startups with technology providers, enterprise customers and industry experts could help translate research and product innovation into practical business applications.
The IBM–MeitY Startup Hub MoU establishes a framework for collaboration across these areas, with the potential to expand technology access and enterprise engagement for India’s emerging deep tech companies.
